Key takeaways
- In Appodeal's public benchmark data, the US, Switzerland, Austria, South Korea and Australia lead on iOS, and Australia, New Zealand and the US lead on Android.
- The same ad can earn 20 times more in one country than in another, and iOS usually earns more than Android in the same country, but not everywhere.
- Benchmarks differ by source, format, platform, app type and month, so use them for direction and judge your own countries by earnings per user.
Which countries have the highest CPM in 2026?
The highest CPM countries are the United States, Switzerland, Australia, South Korea, and a group of wealthy markets such as Austria, Canada, Norway, Germany, Japan, and the United Kingdom. In Appodeal’s public benchmark data for mobile apps, the United States had the highest rewarded video eCPM on iOS ($14.53) and Australia the highest on Android ($16.74). The same Android rewarded video earned $13.00 per 1,000 impressions in the US and $0.63 in India, so one ad view can be worth about 20 times more in one country than in another.
One caveat up front: as of October 20, 2026, we could not find a public source with a full country-by-country eCPM table for 2026. The newest complete public table we found covers September 2024. Newer 2026 data that is public, covered below, shows the same markets at the top, but treat every dollar figure here as a dated benchmark, not a price you will get.
Highest CPM countries: the ranked table
The table ranks the top 10 countries by average rewarded video eCPM, the best-paying mobile ad format in this dataset, on each platform. eCPM is what the publisher earns per 1,000 impressions, which is usually what people mean when they search for CPM by country. If the terms are new, What is CPM? and eCPM vs RPM explain the difference.
| Rank | iOS country | iOS rewarded eCPM | Android country | Android rewarded eCPM |
|---|---|---|---|---|
| 1 | United States | $14.53 | Australia | $16.74 |
| 2 | Switzerland | $14.41 | New Zealand | $13.47 |
| 3 | Austria | $14.08 | United States | $13.00 |
| 4 | South Korea | $13.60 | South Korea | $11.42 |
| 5 | Australia | $13.39 | Switzerland | $11.38 |
| 6 | Canada | $11.82 | Mali | $11.17 |
| 7 | Germany | $11.42 | Norway | $11.01 |
| 8 | Norway | $10.95 | Japan | $8.94 |
| 9 | Japan | $10.77 | Canada | $8.64 |
| 10 | United Kingdom | $10.58 | Ireland | $8.30 |
Source: Appodeal Benchmarks, all app categories, all app sizes, September 2024, the latest month the tool offered when we checked on October 20, 2026. Appodeal says the figures are average eCPMs from billions of impressions in each country where it has significant impression data. Its own tier groupings are left out of the ranking.
Mali at number six on Android is a lesson in reading benchmarks. In the same dataset, Mali’s Android interstitial eCPM was only $0.95 and the tool showed no rewarded figure for it in December 2023, which points to a small or unusual sample. One surprising country in a ranking is usually noise, not an opportunity.
CPM by country across every tier
Most audiences are not only American or Swiss, so the useful question is often how a mix of countries compares. These are the same source and month for well-known markets in each tier, across three formats:
| Country | iOS rewarded | Android rewarded | Android interstitial | Android banner |
|---|---|---|---|---|
| United States | $14.53 | $13.00 | $11.24 | $0.45 |
| Canada | $11.82 | $8.64 | $7.59 | $0.23 |
| United Kingdom | $10.58 | $7.01 | $5.47 | $0.15 |
| Germany | $11.42 | $5.26 | $5.01 | $0.13 |
| France | $10.19 | $2.76 | $2.63 | $0.08 |
| Japan | $10.77 | $8.94 | $6.73 | $0.15 |
| United Arab Emirates | $9.43 | $6.11 | $3.20 | $0.15 |
| Poland | $8.70 | $2.72 | $2.39 | $0.09 |
| Spain | $6.65 | $3.05 | $2.61 | $0.11 |
| Brazil | $4.85 | $2.03 | $2.01 | $0.11 |
| Mexico | $4.21 | $2.03 | $2.03 | $0.10 |
| Indonesia | $4.50 | $1.12 | $1.04 | $0.07 |
| Philippines | $3.09 | $1.63 | $1.66 | $0.09 |
| India | $1.92 | $0.63 | $0.52 | $0.04 |
| Nigeria | $1.08 | $1.48 | $1.22 | $0.07 |

The lowest Android rewarded video averages in the dataset were Cuba ($0.10), China ($0.11), and Iran ($0.16), most likely because few of the global advertisers in its network buy there. Among large open markets, Bangladesh ($0.33), Pakistan ($0.41), and India ($0.63) sat near the bottom.
Why CPM by country sources disagree
Search for CPM by country and you will find tables that rank the same markets in a different order, with figures several times apart. Most of the gap comes from what each source measures:
| Source | Period | What it covers | What it shows |
|---|---|---|---|
| Appodeal Benchmarks (public tool) | Monthly, latest September 2024 | All app categories, iOS and Android, rewarded, interstitial, banner | eCPM for each country with enough data |
| Appodeal, The Latest eCPM Report 2025 | October to December 2024 | Mobile games, 100,000+ apps, 70+ ad networks | A chart of the top countries by format and platform |
| Tenjin and CAS.AI benchmark report | Updated August 13, 2026 with Q2 2026 | Mobile games | Share of ad revenue by country; its country eCPM charts cover 2024 |
| Bidlogic quarterly analyses | Q3 2025 to Q2 2026 | Five countries in its own network | Percent change in eCPM, not dollar values |
The United Arab Emirates shows how much this matters. In Appodeal’s Q4 2024 games report, its iOS rewarded video bar is the tallest in the top-countries chart, above $20 and higher than the United States. In the Benchmarks tool for September 2024, all apps, it was $9.43. Different season, different app types, different sample, same company.
Before you trust any CPM table, ask four questions:
- Which format? A rewarded video, an interstitial, and a banner are different products. In the table above, the US Android banner earns $0.45 against $13.00 for rewarded video.
- Which platform? An average across iOS and Android hides two different prices.
- Which apps or sites? Games, utility apps, news sites, and video channels sell to different advertisers.
- Which month? Prices move every quarter, and a table without a date is not a benchmark.
The same questions apply to install prices. Cost per install by country covers the advertiser side of this picture.
What makes ads pay more in some countries
Advertiser demand and spending power
eCPM is set by auction. Where users spend more on apps, subscriptions, and shopping, more advertisers compete for each impression and prices rise. That is why the top of every list is crowded with high-income markets. Google’s AdMob help page on understanding eCPM fluctuation makes the point from the other side: allowing all ad categories to appear can improve earnings because more advertisers can bid on your inventory.
Platform: iOS vs Android
iOS usually pays more. Appodeal’s Q4 2024 report says iOS had a higher eCPM than Android in every month and every ad format it measured. The gap varies by country: in the September 2024 Benchmarks data, rewarded video paid $10.19 on iOS and $2.76 on Android in France, but $14.53 against $13.00 in the United States. And it is not a law. Australia paid more on Android ($16.74) than on iOS ($13.39), and so did Nigeria.
Format
Rewarded video earned the most in both Appodeal sources, interstitials came next, and banners far behind. A country ranking for banners can look different from one for rewarded video, so compare countries within one format.
Season
Many sources describe Q4 as the peak, as advertisers spend before the holidays, and January as the drop. YouTube’s help page on ad revenue analytics says many advertisers bid higher just before holidays. Appodeal’s Q4 2024 report found eCPMs rising from October to December. But the pattern is not uniform. In Bidlogic’s analysis of Q4 2025, iOS interstitial eCPMs fell from Q3, by 34.72% in Japan, while Android rewarded video rose 24.19% in the US. From Q4 2025 to Q1 2026, only 6 of its 30 data points grew, and Android banners fell 29.79% in the UK. Appodeal’s monthly data shows the same mix for late 2023: US iOS rewarded video slid from $16.01 in September to $13.94 in December, while US Android interstitials rose from $11.55 to $12.75 and then fell to $10.43 in January 2024.
Do not read one month as a trend
A drop in January or a jump in one country is often the calendar, not your app or site. Google’s AdMob guidance is to compare eCPM over a longer period, year over year, before you change anything. Compare the same month across years, and compare countries within one format and one platform.
Why tier lists are a simplification
Tier 1, 2 and 3 lists are a useful starting point, and Tier 1, 2 and 3 countries explains the common groupings. The data shows both why they work and where they break.
They work on average. Appodeal’s own Tier 1 group averaged $7.59 for Android rewarded video in September 2024, Tier 2 $3.45, Tier 3 $1.60, and Tier 4 $0.61, a gap of more than 12 times from top to bottom.
They break at the country level. South Korea, which our tier list puts in Tier 2, out-earned the United Kingdom on iOS rewarded video ($13.60 against $10.58). France, Tier 1 on our list, earned less on Android rewarded video ($2.76) than the United Arab Emirates ($6.11) or Spain ($3.05). Tier labels also say nothing about volume: in Tenjin’s ad monetization benchmark report, countries outside the top ten generated 32% of Android game ad revenue in Q2 2026. Cheap impressions in large markets still add up.
What about YouTube CPM by country?
YouTube does not publish CPM figures by country. Its help page on ad revenue analytics says CPMs vary by geography, because different locations have different levels of competition, and that a shift in where your views come from can shift your CPM. The YouTube CPM by country tables found online are estimates without a named data source, so we do not reproduce them. Your own revenue reports, split by viewer geography, are the only YouTube figures worth planning with.
Remember too that YouTube’s CPM is what advertisers pay. RPM is what the creator earns, after YouTube’s share and counting views without ads, so it is lower.
What you can do as a publisher
You cannot move your users to Switzerland. You can make the most of the countries you have:
- Measure eCPM by country in your own reports. Benchmarks are someone else’s average. Split your earnings by country, platform, and format, and compare earnings per user, not just eCPM. eCPM and EPC explained shows the formulas.
- Localize. Translate your app, site, and reward copy for your biggest non-English markets. A page users can read is a page they are more likely to use.
- Use the formats that pay. Opt-in rewarded formats led both Appodeal sources. Offerwall vs rewarded video compares two of them.
- Place ads where users choose to engage. An earn button in a natural break works better than a placement nobody sees. See offerwall placement.
- Watch fill rate in lower-paying markets. In some countries the problem is not the price but that no ad is shown at all. What is fill rate? explains how to check.
- Never chase high-CPM countries with fake traffic. Faking a user’s country with VPNs or bought traffic breaks ad network and offerwall rules and puts your earnings and your account at risk. Stop multi-accounting and VPN abuse covers the warning signs.
Offerwalls follow the same logic. Advertisers set different payouts by country, and many offers only accept users from certain countries or devices, so the same wall shows a US iPhone user a different list from an Android user in India. How much can you earn with an offerwall? walks through what that means for earnings.
Illustrative example: how your country mix moves your eCPM
An app shows 100,000 Android rewarded video ads a month. Using Appodeal’s September 2024 averages of $13.00 for the US and $0.63 for India: with 20% of impressions from the US and 80% from India, it earns $260 + $50.40 = $310.40, a blended eCPM of $3.10. If the US share grows to 30%, it earns $390 + $44.10 = $434.10, a blended eCPM of $4.34, with the same number of ads. The traffic split is invented for the walkthrough. Try your own mix in the eCPM calculator.
Country and device on the Sharklio offerwall
On the Sharklio offerwall, the offers each user sees depend on their country and device, so what a visit is worth changes with your audience, just like ad eCPM. Your dashboard and reports break clicks, conversions, and reversals down by country, offer, and sub ID, and a Reporting API lets you pull the same data into your own tools. Users on VPNs, proxies, Tor, or data center networks are blocked from the wall, which helps keep country data accurate. Every publisher application is reviewed by hand. See how the wall works, or get in touch with questions.
Frequently asked questions
Which country has the highest CPM?
The United States leads most lists. In Appodeal’s September 2024 benchmark data, it had the highest iOS rewarded video eCPM ($14.53), while Australia led on Android ($16.74). Other sources rank Switzerland, South Korea, or the United Arab Emirates near the top, depending on period and app type.
What is the average CPM in the United States?
It depends on format and platform. Appodeal’s September 2024 averages for the US were $14.53 (iOS) and $13.00 (Android) for rewarded video, $12.02 and $11.24 for interstitials, and $0.25 and $0.45 for banners.
Which countries have the lowest CPM?
In the same data, the lowest Android rewarded video averages were in Cuba, China, and Iran, all below $0.20. Among large open markets, Bangladesh, Pakistan, and India were under $1.
Is CPM higher on iOS than Android?
Usually. Appodeal’s Q4 2024 report found iOS ahead in every month and format, but some countries reverse it: Australia and Nigeria paid more on Android in September 2024.
Why are CPMs highest in Q4?
Advertisers spend heavily before the year-end holidays, so auctions get more competitive. The rise is not guaranteed for every format or country, and January usually brings a drop.
What is YouTube CPM by country?
YouTube does not publish country figures. It says CPMs vary by geography and season, so use your own channel’s revenue by geography instead of tables found online.
Is it worth monetizing Tier 3 traffic?
Yes, if the volume is there. Each impression pays less, but large markets add up, and in Tenjin’s Q2 2026 data countries outside the top ten produced 32% of Android game ad revenue.
